DESCRIPTION
KDE mouse button actions conflict with app mouse button actions.

STEPS TO REPRODUCE
1. Assign a mouse button action in KDE Plasma.
2. Use an app mouse button action.
3. Both actions will happen.

OBSERVED RESULT
Both actions will happen.

EXPECTED RESULT
The app action should take precedence.
