STEPS TO REPRODUCE
While recording the screen, quickly bump your mouse in the direction of the
Panel, in order to cause the cursor to not obstruct the screen.

OBSERVED RESULT
There's a high likelihood that the cursor went to the bottom-left (Application
Launcher button), or the bottom-right (Peek at Desktop button), it will cause a
tooltip to appear that won't disappear while the cursor is over it.

EXPECTED RESULT
While the cursor is over it, the tooltip should disappear after 7 seconds
(default notification timer).
