KDE Discover main window with the odd scroll bars

DESCRIPTION
The Oxygen Application style with the Oxygen Dark color theme makes some scroll
bars very hard to see if you are not highlighting them. I have encountered this
issue on the Plasma Settings, Discover and Elisa. Changing the color theme does
not seem to fix all scroll bars entirely.

STEPS TO REPRODUCE
1. Select the Oxygen Application style and Oxygen Dark color theme
2. Open Plasma settings, Discover or Elisa
3. Open some view with scroll bars

OBSERVED RESULT
Scroll bars that are almost entirely blended in the background and hard to see

EXPECTED RESULT
Scroll bars that are similar to the style preview. They look fine in Dolphin,
for example.
