When `NetworkManager.service` is restarted while a Plasma session is already
running (e.g. triggered by a pacman -Syu package upgrade hook, or after a crash
restart), the plasma-nm secret agent (kded module) does not re-register with
the freshly-restarted NetworkManager instance quickly enough.
NetworkManager attempts to auto-reconnect to the active Wi-Fi network
immediately after the restart, requests secrets from the (not yet
re-registered) agent, gets no usable response and fails with the misleading log
message no secrets: `User canceled the secrets request` (even though no user
interaction happened at all). NetworkManager's built-in retry logic eventually
succeeds a few tens of seconds later, once the agent has caught up, so the bug
is self-healing but causes a confusing ~1-2 minute Wi-Fi outage.

OBSERVED RESULT

NetworkManager restarts and wlan0 immediately attempts to auto-reconnect. The
first (sometimes second) reconnect attempt fails:
