Allow users to manually change the order of icons in the System Tray.
Currently, System Tray icons have a fixed order determined by Plasma. It would
be useful to allow users to rearrange them manually, similar to how task
manager items or panel widgets can be reordered.
The exact interaction could be decided separately, for example by allowing
drag-and-drop directly or only while the panel is in Edit Mode.
