The panel settings box is huge, and there's an animation that helps draw your
eye to it.

In the video, the streamer appears to have either disabled animations or made
them fast enough that the animation here no longer does its job of directing
your attention to the enormous UI element that just appeared on the screen.

I have a great deal of difficulty believing that there's an actual usability
problem here rather than either a self-inflicted injury or feigned ignorance
for clicks.
