DESCRIPTION
Out of pure fun I was creating a vulkan + wayland UI from scratch to get a hang
about Linux Desktop environment system.

STEPS TO REPRODUCE
1. Create an application that askes wayland for wl_keyboard.repeat_info
2. Print it on logs: wl_keyboard.repeat_info: rate=0 Hz, delay=600 ms
3. Compare with System Settings 

Since reproduction of the bug is very very hard (one needs nearly whole wayland
interface to find it, I hope you understand that I only create it when you have
no way to find out otherwise.

OBSERVED RESULT
Logged by my application:
wl_keyboard.repeat_info: rate=0 Hz, delay=600 ms

EXPECTED RESULT
System Settings on my system -> Keyboard -> Keyboard:

Key repeat: ON Delay 600ms Rate 25 repeats / s
