Root cause is on the Fedora side. The plasmoid setup scripts in the fedoradark
look-and-feel package are symlinks pointing outside the package:

Their canonical paths resolve outside the package root, the kickoff setup
script never runs, and `icon=start-here` is never written. The light theme
ships these as real files, which is why only dark mode is affected.

Patched a never-booted install offline and re-tested:

umount /mnt/fed && qemu-nbd --disconnect /dev/nbd0
```

Then boot, select dark mode in Plasma Setup, and check:

```

With the symlinks replaced, both the fedoradark theme and the Fedora icon are
set. Screenshots attached: dark with symlinks (broken), dark with real files
(fixed).

The bug also reproduces via System Settings with "Desktop and window layout"
checked, with plasma-setup uninvolved. So the trigger is the layout apply and
the failure is the symlinks.

Suggest closing here as a downstream packaging issue.
