NOTE: This bug was reported using X11, not Wayland.

SUMMARY

STEPS TO REPRODUCE
1. Open System Monitor
2. Go to Processes Tab
3. View percentage CPU used for plasma-systemoniitor

OBSERVED RESULT
varies between 30% and 35%
(this is an increase in CPU utilization than previously reported)

EXPECTED RESULT
< 5%

After shutting down system monitor, TOP (top) reports 1-2% per CPU.
