The platform isn't in the Lenovo Linux program so, just as a heads up, if this
is a FW issue it's unlikely to be able to get this fixed. But FWIW, I'm not
convinced it is FW 

Recommend posting a ticket on forums.lenovo.com/linux (and tag MarkRHPearson).
I'll get an internal ticket open and whilst I can't promise anything but I may
be able to help or at least dig a little deeper. I don't have this platform on
hand but I have something similar....

In the ticket on the forum can you also confirm what profiles are being used
(do `grep . /sys/class/platform-profile/*/*`)
My guess is that both the wmi-gamezone and the intel profiles are being used.
It would be interesting to only change the wmi-gamezone one (which talks
directly to the FW) in case the Intel settings are mucking things up.

I'll also flag that Fedora uses tuned and there's a bug in it currently with
handling FN hotkeys (at least on the Thinkpads which is what I usually work
on). I don't think that's coming into play here but tuned is giving me
headaches recently....
