inconsistency in System Settings

STEPS TO REPRODUCE
1. Install a theme.
2. Try to remove a theme while using it.
3. Try again, but this time in the download pop up.

OBSERVED RESULT
It's not possible to uninstall a theme from the theme page while using the
theme, but it's possible in the download page.

EXPECTED RESULT
It should be possible to uninstall a theme from the theme page, changing back
into the default Breeze theme.
