It seems like this should be controlled by the profile setting
"Start in same directory as current session"

I tested on Plasma and konsole built from git-master by repeating the steps to
reproduce with this setting enabled, then with it disabled
In either case, when Konsole started, it started in the user's home directory

The docs for Konsole don't mention this feature, so we can only go by the
description text in the settings

It seems like a bug that "Start in same directory as current session" doesn't
do what it seems to say it will -  start Konsole in the same directory as the
last session
