Theory: is it because the screenMapping= and positions= keys in your
~/.config/plasma-org.kde.plasma.desktop-appletsrc file have a massive number of
items in it for things that haven't been on the desktop for ages?

If they look huge, try this:

1. Back up ~/.config/plasma-org.kde.plasma.desktop-appletsrc somewhere
2. Quit plasmashell with `systemctl stop --user plasma-plasmashell.service`
3. Open ~/.config/plasma-org.kde.plasma.desktop-appletsrc in a text editor
4. Delete the screenMapping= and positions= keys
5. Start plasmashell with `systemctl start --user plasma-plasmashell.service`

Now is Plasma smoother when selecting tons of icons?
