Here's what I see:

This is despite the settings in the Advanced Power Settings dialog showing
50/20.

When I change the upper limit in the dialog, neither value changes in those
files.  When I change the lower limit (or both), they both change to the lower
limit value from the dialog.

I also noticed that when I change the upper value to e.g. 80, then closing and
reopening the Advanced Power Settings dialog, the upper limit has reset to 50.
