I was able to position the applets kinda anywhere by using kde-builder to
compile „plasma-desktop“ with the following patch:

It's basically the old workaround that reduces the cell size to 1. The drawback
is, that the applet position isn't saved after logging out.

Unfortunately, the file layout seems to use a gridlayout (just as dolphin uses
it) and I haven't been able to find out where to configure it.
