I attached the minimal reproducer and the evidence from the test.

With Window-Maximized=true the hidden window was force-shown 5/5 times.

For the control I copied the same state file and changed only
Window-Maximized=true to Window-Maximized=false. In that case the window stayed
hidden.

I have not tested KConfig 6.28, so the 6.29 revert is only a suspected
regression point, not a confirmed regression range.
