Yes, look at the output of a job that builds a CI image to see what's 
installed in the image:
https://invent.kde.org/sysadmin/ci-images/-/jobs
Click Finished to hide jobs that didn't run.

For example https://invent.kde.org/sysadmin/ci-images/-/jobs/1193867 shows 
that libicu-devel is installed in the suse-qt65 image.
