QRtfReader: Request for review

Hello,

I have imported `rtf-qt` library from Calligra and adapted it to be 
standalone Qt6 library.

This library can be used in |Calligra| for RTF importing and in 
|KFileMetadata| for reading metadata and text content of RTF documents.

Here is the issue to track the kde review:
