KDE Review request: md4qt

Hi,

This is a KDE Review request for md4qt. md4qt is a Markdown parser
for Qt projects.

It is is currently used by Klevernotes and I would like to use it in the future
also for a block editor in Marknote if I find the time (similar to
https://rubymamistvalove.com/block-editor).

I already completed the checkbox for the basic CI/reuse stuff as well as disabled
the stuff non relevant for libraries.
