Cannot run KDE

Hello, I wonder can you help me?

I am a *nix novice but have been running Cygwin for a while under Windows
XP Pro. I am trying to install KDE 3.4. I have followed the instructions in
http://webdev.cegit.de/snapshots/kde-cygwin/kde/kde3.4/README exactly, but
all I get when I run the "startkde &" command is "kpersonalizer: cannot
connect to X server 127.0.0.1:0"

What am I doing wrong?
