Installing KDE 3 on Cygwin

Hi,

I am trying to install KDE 3 on Cygwin using the installation URL
http://kde-cygwin.sourceforge.net/install but it doesn't work because the
links are either offline or incorrect. Should I be always following the
snapshot way described in
http://webdev.cegit.de/snapshots/kde-cygwin/kde/kde3.4/?
