If you still don't have luck (maybe the version of cygwin?), I did see the
instructions here differed somewhat from the web page:
http://qtwin.svn.sourceforge.net/viewvc/qtwin/qt-3/trunk/cygwin/README?view=markup

No guarantees, I've only used the MSVC instructions which are solid.
