[devel] Kalternatives 0.6 (and initial import in KDE CVS)

No drastic changes, only cosmetic and to comply with the Debian Python
policy.

Also, I've just imported kalternatives into KDE CVS
(kdenonbeta/kdedebian/kalternatives) so those of you with a KDE CVS
account willing to help can do so without having to send me a patch.

Mainly, the things still to do are:

- -KDEize it. I'm unable to currently do this because PyKDE compilation
fails on my system and Ricardo has the same problem so there are still
no PyKDE packages.

- -DocBook documentation, about dialog and tooltips.

- -i18n
