D21243: add OARS rating and some release to appdata file

  Yeah the problem is that this will drift out of date over time. We need a way of populating these automatically, end ensuring that the version number in the tag is the actual one used by the app itself. I think everyone is in favor of it though. Maybe for @jriddell who's currently working on similar things?
