If there are no coordinator, we have en entry in the faq on how to
restart the team:

Once these files are translated and accepted, you will need to get a
"developer" account so in the future you can update them yourself:
https://community.kde.org/Infrastructure/Get_a_Developer_Account
At the time, please mention that you need SVN access for translations.

Regarding summit workflow, it's not officially supported in KDE. The
documentation can be found at
https://techbase.kde.org/Localization/Workflows/PO_Summit. For French,
we run daily this script which does the synchronisation:

Other teams, such as German, use Klash: https://invent.kde.org/bxela/klash.
