When selecting 'utf16' as file encoding it is opened
with individual 0d bytes
treated as newlines.  It
is wrong because UTF-16
is 16 bit encoding.  Consider
this sample file that has
letter č (c caron):
$ hexdump /tmp/t
0000000 feff 010d                              
0000004
