Kate is part of KDE since version 2. The editor component is in kdelibs, the 
Kate application is in kdebase, providing the multi document editor "Kate" as 
well as the single document editor "kwrite".

So, install the latest version of KDE, or get KDE from cvs. You need at least 
the required Qt library for your KDE version, arts (kde 3 and higher), 
kdelibs and kdebase.
