kate doesn't save characters from non-basic character sets
i've tried to save koi8-r text (KDE's i18n-ru is set up, default language and country is set to Russia, system's locale is POSIX) but got only '?'-s in file (it was not representation of unprintable(?) characters, there were real '?' characters).
same thing happens with kwrite.
