Updating header broken

Seems that updating header is broken in current HEAD (I'm using it on 
KDE 3.1.2). Lines which should not updated are not preserved.

As I'm fixing a lot of small bugs in files trasnslated by other team 
members, I don't let KBabel to update last translator field in 
header. Current KBabel removes it at all in this case.
