XLIFF support

The CVS HEAD version of KBabel now contains an import and export filter for 
XLIFF 1.1 format. There is no much support, it will allow you to edit the 
<target> tag contents - that's about it ATM.

I'd be happy, if someone is able to check it out. The filter itself should 
work also with KBabel from KDE 3.3. If any of you would like to know how to 
compile it for KDE 3.3, I can provide details.

Any feedback is welcome.
