How to set fuzzy from an import filter?

I have noticed that in Qt's translation files, "unfinished" entries are not 
considered as fuzzies, even if they have a translation.

I wanted to add that feature but I have no idea ghow to do it, especially that 
it must match KBabel's fuzzy functions.
