Right now it indeed wouldn't be a good idea to include it in the Microsoft Store, it's still in very preliminary state (and setting up / using the right compiler is a bit cumbersome to say the least). @Chris I saw you've been using Craft to compile KDevelop in the past. If you still would like to build it I suggest trying again and post the relevant Craft output to [email protected] (or the #kde-windows IRC chat on Freenode), in case something doesn't work.
