I can't reproduce this on Kubuntu 24.04 or Dolphin built from git-master
On Kubuntu, if Samba isn't installed, I see a message letting me know it needs
to be installed before folders can be shared, with an install button
On either system, with Samba installed, I see the expected UI on the Share tab

If anyone is still seeing this bug, it's likely a packaging issue with your
distribution
