If all version mismatches are resolved and there is still an issue, then the Kubuntu folks would need to provide support for that. Those are older software versions still being provided by that distribution - KDE developers would need bug reports to be reproducible on currently-released software versions (24.12.3 is the most current for Dolphin and kio-admin) in order to investigate.
