SUMMARY
When searching, clicking "add tags" does not bring up any menu at the moment if
no tags are already being searched by. If I manually add tags to the search (ie
by typing tag:tagname), then the tag is added to the dropdown and clicking "add
tags" works fine.

STEPS TO REPRODUCE
1. Open dolphin search
2. Click add tags
3. Search with tag:tagname manually to observe it working

OBSERVED RESULT
The tag dropdown menu only shows if tags are already selected to be filtered
by.

EXPECTED RESULT
I should be able to add tags even if no tags are added yet.
