SUMMARY
Can reproduce after update to frameworks 6.13.

STEPS TO REPRODUCE
1. make sure "Show on startup: Folders, tabs, and window state from last time"
option is selected in Dolphin settings
2. open Dolphin
3. open some folders in tabs
4. restart Dolphin

OBSERVED RESULT
Dolphin opens in Home, the tabs open in the step 3 were not remembered

EXPECTED RESULT
"Show on startup: Folders, tabs, and window state from last time" option should
work
