I have also interacted with the maintainer of Orca who implemented some performance improvements for Orca 48 I think. At least from my testing, navigating files and folders with arrow keys is now instant while using the Orca screen reader. I will therefore mark this bug report as resolved for now. If you are still experiencing this slowness with the newer software versions mentioned above, please let me know.
