STEPS TO REPRODUCE
1. Install Dolphin from nightly Flatpak repo
(https://cdn.kde.org/flatpak/dolphin-nightly/org.kde.dolphin.flatpakref)
2. Launch Dolphin, navigate to a folder
3. Right-click on it

OBSERVED RESULT
No "Sharing" tab; can't set up Samba sharing for that folder

EXPECTED RESULT
"Sharing tab" is visible and works
