When you right click the places panel and check Icon Size menu, do you have it
set "Auto Resize?" 
If so, it can change depending on scaling and window resolutions etc, if the
places panel has extra space for the icons to get
large enough for the colored icons to appear.

If you want them always to be symbolic, you can select Small or Medium size.

I am unsure if this is a bug or the auto-resize just being right on the edge of
using symbolic and colored icons, so even small changes can affect it.
