Progress dialog without the down arrow button while changing folders

System/version as per previous screenshot attached. This is changing to a
folder with only a couple of messages. If I change to a folder with thousands
of messages then sometimes (it seems inconsistent) I get the down arrow button,
and sometimes I don't.
