IMHO a good solution would be to have the stopNetworkJobs() DCOP call (and the equivalent "Work Offline" menu action) actually destroy all kio_imap4 child processes as this doesn't seem to happen currently. Personnaly, I'm using ifplugd on my laptop to help me automatically roam between networks, and have automated some tasks (like Kopete's connect and disconnect and mail checking) using DCOP. Unfortunatelly, the aforementioned bug doesn't let kmail work properly: everytime I resume my laptop or I change networks, the IMAP processes hang waiting on a dead or timed-out connection and I have to kill all kio_imap4 instances manually to get things back to work.
