Cached imap performs a full sync (with 8 phases per folder, to check
for new mail, new properties, annotations, ACLs, etc.), regularly. A solution
to reduce the load is to increase the delay of the automated mail check.
For this reason, a config option to let sysadmins force a minimum value for
the mail-check delay has been added very recently (but that's probably not
in your version).
For now, ask politely the users using cached imap to increase their mail-checking delay.
