I have the same issue with KMail 1.9.6 on Kubuntu. Whenever I change networks, I can't get past the blue screen. Even if I try to manually killall kio_imap4. I've tried to completely restart all my network interfaces with sudo /etc/init.d/networking restart and although that will kill my wired, VPN and wireless connections, that doesn't correct KMail. I've tried restarting KMail and/or Kontact, but the only solution that works for me is to completely restart the computer.
