Bugs and wishes

What should happen to bug reports and wishlist items in bugs.kde.org
for koffice?  Should they be duplicated for the two groups?

If groups just randomly grab than and move their to their own programs
then the other group might miss them, and keeping them where they are
makes it hard for the groups to keep track of fixes in their own
programs.
