Configuration objects in libkolabxml

Hello Christian

What is the schedule for finally implementing Configuration objects
according to KEP 9 [1] in libkolabxml? They are of course less important
than Contacts, Events and ToDos but should not be ignored at all.

And they are actually in use by Roundcube (in Kolab 2.4) to store personal
dictionaries and thus they also have to be addressed in the format
migration path.
