New release: libkolabxml-0.8.3

Hi there,

I'm pleased to announce the release of libkolabxml-0.8.3.

Please note this release only adds capabilities for libkolabxml to 
read/write a new XML format describing files, and is therefore largely 
irrelevant to Kolab 3.0 - there is no need to update to 0.8.3 unless you 
run Chwala[1] against a Kolab backend - you may have heard about this on 
our recently announced roadmap[2].
