You could get these packages:

http://www.cirulla.net/kdenox-snapshots/snapshots/konqueror3-embedded-0.2-20060121.tar.bz2
http://www.trolltech.com/developer/download/qt-embedded-eval-3.3.6.tar.gz

You won't need neither KDE or Xserver for the build.
The Embeded Version runs on top of the Console Framebuffer.
