That would be good. There is already a manual in english in CVS.
I'm not sure if it has been translated to german already.
I just checked CVS and it's not there. If you would like to help in the
translation effort, check http://i18n.kde.org/teams/de/ which is the german
translation team's web site.

They should help you in what you need to know about translation for kde.
