Kolab 2FA by default?

I would imagine that anybody wanting their own custom implementation would be installing using components as at https://docs.kolab.org/installation-guide/overview.html#components Kolab is a brilliant system, so it just seems odd to me that it isn't built to be secure by design with regard to 2FA despite the plugin being for all intents pre-configured already.
