  I did some investigation. `PlasmaCore.Dialog` doesn't use org_kde_plasma_shell interface(also the blur and the background contrast protocols). Thus, on Wayland, we see OSD's(also, notifications) as normal windows.
  
  If you'd like to test this effect with "true" OSD's on Wayland, build KWayland and then run `plasmasurface-test`(it will be in the build directory):
  
    ./plasmasurface-test --osd
